About this Report

This report presents details of the rent increases which Scottish social landlords will apply in 2023/24 for social housing tenants.

The Scottish Government’s Social Housing Charter includes the outcomes / standards:

“Social landlords manage all aspects of their businesses so that:

  • tenants, owners and other customers receive services that provide continually improving value for the rent and other charges they pay.”

And

“Social landlords set rents and service charges in consultation with their tenants and other customers so that:

  • a balance is struck between the level of services provided, the cost of the services, and how far current and prospective tenants and service users can afford them
  • tenants get clear information on how rent and other money is spent, including details of any individual items of expenditure above thresholds agreed between landlords and tenants.”

The Standards of Governance and Financial Management for Registered Social Landlords (RSLs) include:

“The RSL manages its resources to ensure its financial well-being, while maintaining rents at a level that tenants can afford to pay.”

Under the Cost of Living (Tenant Protection) Act 2022, the Scottish Government introduced a moratorium on increases in rents for homes provided by social landlords and private landlords running from September 2022 until at least the end of March 2023. Earlier this year, the Scottish Government expired the emergency provisions on rent caps for social landlords following agreements with the Scottish Federation of Housing Associations and CoSLA on how social landlords would proceed with rent increases for 2023/24.

This survey report is based on returns from 136 RSLs and the 29 local authorities that have housing stock; six local authorities have transferred their housing stock to RSLs in the past, but three of them now have homes.

The survey provides a clear picture of rent increases that social landlords will apply in 2023/24.

 

Key messages

The average increases in weekly rent that social landlords will charge in 2023/24 is 5.07%, with the average for local authorities at 3.80% and for RSLs at 5.34%.

Average increases range from 0.00% to 8.00% for all social landlords with a median of 5.00%. Local authorities average increases range from 0.00% to 6.42% with a median of 4.00%, and RSLs from 0.00% to 8.00% with a median of 5.00%.

The estimated cash value of the average increase for all social landlords is £4.38, with the cash value for local authorities at £3.07 and for RSLs at £5.05.
