The Scottish Housing Regulator today published its high-level report on the level of empty homes / voids Registered Social Landlords (RSLs) had at 28 February 2025.
This report provides the main findings of the information provided to the Regulator by RSLs.
The Regulator had asked RSLs to provide this information to allow the Scottish Government to better understand the potential contribution of bringing empty homes/voids back into use in tackling the national housing emergency.
The report also includes a chart detailing the number of empty homes at 28 February, broken down by Local Authority area and provides further insights into the reasons for the vacancies.
The Regulator has also made the full dataset available.
Michael Cameron, Chief Executive of the Regulator said: “We want to thank RSLs for providing this data to help inform the Scottish Government’s proposed response to the housing emergency. We will next collect information on the number of empty homes/ voids as part of the Annual Return on the Charter to be submitted by all social landlords from April 2026.”

- The Scottish Housing Regulator was established on 1 April 2011 under the Housing (Scotland) Act 2010. Its objective is to safeguard and promote the interests of tenants and others who use local authority and RSL housing services. The Regulator operates independently of Scottish Ministers and is accountable directly to the Scottish Parliament. It assumed its full regulatory responsibilities on 1 April 2012.
