Many of these councils have indicated the specific roads and estates where these homes are located on their websites. Would it be possible for you to also include this information in your response?
Additionally, if it’s not too much trouble, could you provide contact details for the appropriate person in each of these 16 organisations? I would like to reach out to them to obtain any information they may have on privately owned RAAC homes.

Each of your three questions have been considered separately and an answer provided for each, as follows:
- As requested, I enclose a copy of the number of homes containing RAAC identified in the stock of the 16 councils and registered social landlords where RAAC has been found to be present. This has been provided in the table below.
- While our aim is to provide information whenever possible, in this instance the Scottish Housing Regulator (SHR) does not have information on the specific roads and estates where RAAC has been identified. To obtain this information, you may wish to contact individual landlords directly, who may be able to help you. The reasons why we don’t have the information are explained below.
- While our aim is to provide information whenever possible, in this instance we are unable to provide the information you have requested because an exemption under section 38(1)(b) (personal information) of FOISA applies to that information. The reasons why that exemption applies are explained below. For specific staff contact we would advise you to contact the relevant RSL directly to obtain this information.

Question 2
The Scottish Housing Regulator does not have the information you have asked for because we do not hold the information for specific roads or estates and we do not ask for this as part of our engagement. The Scottish Housing Regulator collects data on the presence of RAAC within RSL’s stock, however we do not track this in terms of individual roads or streets. Instead, data is collected based on the landlord’s overall stock, with the aim of assessing the extent of RAAC in homes managed by social landlords across Scotland. This is a formal notice under section 17(1) of FOISA that the Scottish Housing Regulator does not have the information you have requested.
Question 3
An exemption under section 38(1)(b) of FOISA applies to the information you have requested as part of your third question, which relates to the personal information of a third party. Disclosing personal information by way of names and contact details of specific staff members within an RSL would therefore be a breach of the UK General Data Protection Regulation (UK GDPR) and the Data Protection Act 2018.
This exemption is not subject to the ‘public interest test’, so we are not required to consider if the public interest in disclosing the information outweighs the public interest in applying the exemption.
